Responding to the Scottish Conservatives lodging their right to recovery bill, Scottish Liberal Democrat leader Alex Cole-Hamilton said:
"While this bill is well-intentioned and could provide a lifeline for some, we have seen with the SNP's treatment time guarantee and the cross-party Frank's Law that while creating legal rights is straightforward, often these are not matched by the focus and funding necessary to make them reality.
"If this long-term commitment is not in place, then this bill will be nothing more than a fig leaf to cover the failure of SNP and Conservative parliamentarians to grasp the thistle of drug policy reform.
"Scottish Liberal Democrats have consistently argued for a public health approach to drugs policy that learns the lessons for elsewhere in the world including putting drugs consumption rooms on a legal footing. We will always work constructively on a cross party basis to take long overdue measures to tackle the drugs death crisis."
