Commenting after an opposition debate in the Scottish Parliament this afternoon, calling for the Scottish Government to withdraw from the current ScotRail franchise arrangement after its first expiry date in 2022, Scottish Liberal Democrat Transport Spokesperson Mike Rumbles said:
“Both the Scottish Government and Abellio have admitted that Scotrail performance will not meet industry standards before the first break clause of April 2020. The minister needs to explain what the point is of including contractual fines for poor performance and a 5 year review of the franchise agreement if the Scottish Government refuses to act on them?”
“Under Abellio, passengers have witnessed more cancellations every year, declining punctuality, a substantial increase in customer complaints and fines under the service quality regime averaging over £1,000,000 for each of the last nine quarters.
"After three unsuccessful remedial plans in as many years with over 270 areas for improvement, it is time that the Scottish Government conceded that the current Scotrail franchise has failed, end the contract with Abellio and begin the process of finding a new operator.”
