Human Trafficking in Scotland

Conference deplores the trafficking of human beings into Scotland for sexual exploitation, forced labour, domestic servitude and the trafficking of children and commits to call on the UK Government to:

  1. Ratify the Council of Europe Convention on Action Against the Trafficking of
    Human Beings;
  2. Provide a reflection period for trafficking victims of at least three months, preferably up to 6 months, as in Italy.

Conference also calls on the Scottish Executive to

  1. Provide specialist support, emergency medical care, specialist legal advice and safe housing to victims of trafficking;
  2. Train front-line workers in the identification of victims of trafficking;
  3. Agree not to prosecute victims of trafficking for offences they were coerced into in the trafficking situation;
  4. Take responsibility for co-ordination and leadership on implementing those areas of the Convention for which there is devolved responsibility, such as victim support and access to services for victims of trafficking and justice support in the investigation, arrest and prosecution of traffickers.
